libvcdinfo-dev software package provides library to extract information from VideoCD (development files), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libvcdinfo-dev
libvcdinfo-dev is installed in your system.
Make ensure the libvcdinfo-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libvcdinfo-dev *
You will get with libvcdinfo-dev package name, version, architecture and description in a table
